Wisconsin electrical licensing?

Does anyone know what is currently required to do electrical work in WI? I have a small amount of work to do in WI to finish up a contract. It would possibly involve a new meter loop at a couple sites and 1 branch circuit to a cabinet. Originally, I thought licensing was mandatory to work in WI, but someone told me that it wasn't yet and wouldn't be until April 1, 2014. I've been doing some reading and it looks to me like there is a voluntary licensing program but it won't be mandatory until next year. I'm an Iowa licensed contractor and I'm wondering if I can currently go into WI and finish up the few sites that I have, without being a WI licensed contractor or a WI registered business? There's only a small amount of work across the border, so I'd rather not have to get and maintain another license that I will most likely not need again in the future.

If I can do the work without being WI licensed, do the new meter loops have to be inspected? They are going to be mounted on a pole to energize a power supply for a cable tv company.

Any help would be appreciated.
