Wisconsin requires a state license to install, but not really?

I was poking around because I might have to travel to Madison Wisconsin to work.
Anybody work there and know whats up.

This is a paragraph from the state site.

Who should have this credential? A certified journeyman electrician may perform electrical construction work in a municipality which allows this kind of licensure to perform electrical work pursuant to s.101.87(2) to (4), Stats., and in accordance with local ordinances. Wisconsin has a statewide voluntary certification of electricians in various classes, contractor, contractor-restricted, master, journeyman and beginning, recognizing their knowledge and abilities. Whether an electrician credential is required and what category of credential is needed are determined by individual municipalities.

Installations must conform to Wisconsin Administrative Rules, Chapter Comm 16 Electrical, which incorporates the National Electrical Code with specified changes. Local jurisdictions may adopt more stringent requirements.
ENFORCEMENT:
All electrical work must be inspected by state certified inspectors. Municipalities may hire their own certified inspectors or employ a private inspection agency. Areas without permit or inspection requirements are inspected by the Department of Commerce, Division of Safety and Buildings.
LICENSING:
There is no state licensing of contractors, masters or journeyman. Most cities and some other jurisdictions require licensing of journeyman. DWD offers voluntary certifications for masters, journeymen, and beginning electricians which are accepted by all jurisdictions having a license requirement.

Master Electrician ? an electrician with at least 7 years (1000 hours) experience, who can obtain a license at any municipality without local examination. Local municipalities decide whether certification is required. Application fee $35; examination fee $30; 4-year renewal credential fee $200 (credential fee is prorated for partial cycle).

Journeyman Electrician ? an electrician with 5 years (1000 hours) who will be working under a master electrician to obtain a license at any municipality without local examination. Local municipalities decide whether certification is required. Application fee $35; examination fee $30; 4-year renewal credential fee $100 (credential fee is prorated for partial cycle).

Beginning Electrician ? certification granted to an electrician with some experience installing and repairing electrical wiring to work under direct supervision of a master or journeyman electrician. Local municipalities decide whether certification is required. Application fee $35; credential fee $80 (credential fee is prorated for partial cycle).
