Within scope or not NEC 2014

I looked at Article 90 but I am still confused. I have Rooms A and B in one of the training and maintenance facilities at Washington Metropolitan Area Transit Authority. In the facility they are adding 10 receptacles circuits and main breaker in panelboard and one simulator each room.

In case those of you who don’t know The Washington Metropolitan Area Transit Authority, commonly referred to as Metro, is a tri-jurisdictional government agency that operates transit service in the Washington metropolitan area.


I am wondering if above mentioned first paragraph work would be within scope of NEC or not? I looked at NEC section 90 but its confusing

Doesn't seem very confusing... a trainig or maintenance facility would not have "power used exclusively for operation of rolling stock or installations used exclusively for signaling and communications purpose"

Governmental entities are usually exempted from the various codes including the NEC by the enabling legislation. It is common though that even if exempt, the governmental entity makes itself subject to those requirements anyway.

WMATA in DC had their own internal plan review and inspections. We never ventured into their world.
