I am filing for my contractors license in Kentucky, I’m being told by the state I need workers comp insurance. I thought workers comp insurance isn’t needed if you work for yourself and have no employees. Am I wrong?

That’s the way it works where I am! I have to provide my Licensing Department a signed statement that I have no employees and do all work myself!

Also, the state wants an “insurance certificate” proving general liability insurance , I sent them my general liability “declaration” with showing my account number and coverage but they said this is not what they want. What’s the difference?

We have to have a Workers comp exemption from the State. Have to get a business license first, then apply for the exemption. Cost is $50 and has to be renewed every one or two years.
Now, if we're not working for a contractor, or anyone that requires Workers Comp, then we don't need the exemption. I had to because of a couple of contractors required it. I believe their insurance required it on subs.

I paid for workman's comp even when I didn't have employees, so I could get work from businesses that required certificate from subs.

It was cheap, I think $2.5k per year for $0 coverage (since I exempted myself)

Here in NY the insurance companies stopped doing that years ago. I don't know why, they made 2.5K off every one man company and it didn't cost them anything.
