Working above a vault box

Can you place a electrical enclosure such that access to the enclosure would have you standing on a vault box?

How big of a vault box? Is the top of it flush with the surrounding floor or ground?

Not sure on the vault size as I have yet to measure it. Yes it is flush to the ground and suitable to stand on.
