Working Clearance 110.26 - Condition 3?

I have a 2000A (227/480V) swtchgear(dead front) one side and 200A 120/208V panels the other side of electrical room. Is this condition 3?

Or condtion 2 since there is no exposed live part?

If their working space is opposite each other, then condition 3
