Working Clearance for 5kv Wireway

Question: What is the proper working clearance needed for a juction box that 5kv wire is being pulled through?

Scenario: Pullbox in between floors, going up from level 1 to level 8 of a building, containing 5kv wire. Route going through electric rooms and 277/480v panels are in front of the pull box. There is 4' -7 1/2" of clearance between the front cover of the pullbox and the front cover of the panel.

Per NEC, Table 110.34(A), the working clearance for Condition 2 (exposed live parts on one side and grounded parts on the other side) says there needs to be 5ft of clearance for voltages between 2501-9000.

IMO, 110.34 would not apply to a j. box ....
The 110.26 clearance would be required due to the 480v panels,.
