Working Clearance for Bus Plug

I am looking for specific code references to the installation of bus plugs. Specifically, working clearance in front of the bus plugs when installed in an open ceiling approximately 20 ft high.

I know 404.8 covers accessiblity by means of hot sticks, etc. but does the 3ft clearance required by 110.26 apply here?? We have a situation of a duct installed in the working clearance and would like some other opinions on this...

Bottom line is the working space required can be enforced. Unless you can

show " not likely " RE: 110.26(A) , and that would include a simple voltage

test, the working space remains.

On the other hand,a breif chat with the Inspector, due to hieght and other

circumstances, is IMO worth the time and piece of mind.

The problem is that this rule is bent so much in so many places (above drop

ceilings for example) that it is hard to abide by and hard to enforce.
