I have an issue where the architect designed a room that is just barely big enough for the electrical equipment. After moving and twisting things around we can make everything fit except that there is a column that is about 36" from the back of the 480V switchgear. That dimension wants to be 42". I have run into this in the past and we boxed the column out with drywall so that it is a non grounded surface which allows us to be 36". I believe that still works. Is there any other material that could be used like fiberglass paneling that could work for this?

Fiberglass, wood, plastic, vinyl, drywall, carpet....anything that is not a metal and is not concrete. Anything that will give you a read-out of more Ohms than your multimeter can display. Make sure you account for the thickness of that paneling.
