What is the working clerance for ceiling mounted mechanical equipment that has electrical controls mounted on them.
Do I need 3ft clearance in front of the controller, if yes why. How does it help when you are standing on top of the ladder. I know 110.26 do not differentiate wall mounted or ceiling space mounted electrical equipment. Is there any exception to this rule for ceiling mounted units. I provided clearance as required by the manufacturer which is 2-ft. Electrical inspector says it should be 3ft per 110.26. there is so much duct work and piping going all around in the ceiling, how do you get around it.

Is it likely to be Serviced, inspected, examined, maintenanced, etc. while energized? See 110.26(A)
 
there is a disconnect on the unit but I can not stop somebody testing it while energized such as voltage tester.

Is this disconnect for a Heat Pump or a VAV? Not our job to stop someone from testing it while energized. This can be a not so black and white issue. Just give them the proper clearance for whatever voltage to ground you have.
 
Thanks for response, but I still do not understand the use of 3ft on top of a ladder and inside ceiling grid. Typically you reach it from bottom with your hands and you pull your hands down if something goes wrong. I do not think people would jerk back and fall on their backs.
