Question for main panel upgrade that sits in between 2 houses around 5 feet apart from house to house since you need 3’ working clearance in front of panel does that 5’ not count or does it only count for 2’ 6” since it’s shared property in between houses this is California but he way
 
110.26 makes no mention of property lines. As lone as you have the 36" I see no code wording that would prohibit the working space to encroach on the adjacent property. Now if there were a fence installed on the property line you might end up with a problem.

Would t 110.26 (E)(2)(b) take presidency where it says “no architectural appurtenance or other equipment shall be located in this zone “

As long as there’s no obstructions In your Code required 3’ of space you’re good . Nec does not acknowledge an invisible property line as a violation of the required working space clearance so it wouldn’t be a code issue . If that would present any type of issue at all it would be from a utility standpoint because they may require the the meeting equipment be installed at least 3’ away from the property line ,
