Depends on how you want to interpret the requirements of 110.26.

It does say "600 volts, nominal, or less to ground and likely torequire examination, adjustment, servicing, or maintenance
while energized"

Which the only thing you have that is fairly clear is that it is less than 600 volts.
 
Does a terminal box containing 24vdc, 4-20ma signal require 3' of working clearence?


Where special permission is granted, low voltage systems may have less working space than the NEC would otherwise allow. 60 Vdc or 30 Vac.

Special permission means that the inspector writes his/her name on it, and agrees with your judgement call, allowing you to do it. Not a good thing to rely upon, unless you know it in advance.

110.26(A)(1)(b)


Where special permission is granted in accordance with 90.4, working space for equipment that operates at not more than 30VAC or 60VDC can be less than the distance in Table 110.26(A)(1).


Special permission is defined in Article 100 as the written consent of the authority having jurisdiction.
