Working in a class I Div 1

If I am penetraing a class I Div I area can I use one seal if it is within 10' feet of the bondary and 18" of an enclosure. Our engineer wants a seal on the non classified area passing into the class I div I area. However he is asking us to put an emt Lb after the seal then penetrate the wall to classified area and no additonal seals will be added. (no seal within 18" of the enclosure) Does this sound wrong to you as well??
 
The answer to the first question is yes; a seal can do double duty.

After that I'm unclear what defines the boundary between the Division 1 and unclassified location; I'm assuming it's the wall. In that case, the LB is unacceptable, since "...there shall be no union, coupling, box, or fitting between the conduit seal and the point at which the conduit leaves the Division 1 location." [501.15(A)(4)]
