Working Space around motor starters

Obviously working space is never provided for kitchen counter receptacles, yet 110.26 seems to require it. I suspect there is very little response to my question because there is no reasonable interpretation of 110.26.

I will continue to provide working space where it is reasonably available and I won't where it is not, but the first time I get tagged I think I will loose the arguement
 
It is my opinion that a motor stater is exactly the type of equipment that 110.26(A) is intended to apply to. This is a section that needs a rewrite, but in the past CMP 1 has rejected a number of proposals to clear this section up. Maybe its time for another try.

Exactly.

And so does 110.26(A)(1) [likely to require examination...]

I posted what I did, as people here sometimes hang onto every written word. What about the written word in 110.26?

110.26 Spaces About Electrical Equipment.
Sufficient access and working space shall be provided and maintained about all electrical equipment to permit ready and safe operation and maintenance of such equipment.
"Sufficient" being the operative word for a this "general" rule.


110.26(A) Working Space.
Working space for equipment operating at 600 volts, nominal, or less to ground and likely to require examination, adjustment, servicing, or maintenance while energized shall comply with the dimensions of 110.26(A)(1), (A)(2), and (A)(3) or as required or permitted elsewhere in this Code.
"likely to require" being the operative words...followed by the specifics (A)(1) - (3) for various conditions.

Followed by even more specifics, until you hit 110.27
