Working space around panels

Can someone help interpert 110.26 for the following situation. I have a 100amp service in a home where the homeowner wants to build storage shelves and a work countertop around the panel. I know there needs to be width of working space in front of the equipment (110.26 A.2) and the panel door needs to open 90 degrees, but this panel is located in a location that the homeowner wants to put a work countertop in front of and possible have the panel in an enclosure so as not to see it. Does that violate the min clear distance of 110.26 A.1 of 3' with the counter being right in front of it. Thanks and Happy New Year to everyone:)
 
Sounds more like a violation of 110.26(A)(3).

110.26(A)(3) Height of Working Space.
The work space shall be clear and extend from the grade, floor, or platform to the height required by 110.26(E). Within the height requirements of this section, other equipment that is associated with the electrical installation and is located above or below the electrical equipment shall be permitted to extend not more than 150 mm (6 in.) beyond the front of the electrical equipment.
 
Suggest to "Mr Handyman" that he can put the section of countertop in front of the panel on wheels.
 
I would equate a bench-on-wheels with any type of storage, such as boxes, being in front of the panel. That is also a violation, IMHO.

we may just have to agree to disagree. I can't see that being much different than panel being behind a walk door. Agreed, it may depend on the depth of the counter, but with most I would think the OCPs would still be readily accessible for operation.
