Working Space for dry MV transformers

Need clarification for Working space of the Dry MV transformer, is it required from the body of transformer 13.8/0.4 KV, or it shall be taken from MV termination box which is exposed from the transformer body?

Working space is always considered from the outside of the enclosure.

110.26(A)(1) says Distances shall measured from the exposed live parts or from the enclosure or opening if the live parts are enclosed.
