Working space in front on VAV

Good morning. The VAV for HVAC equipment...Does article 110.26 require thirty six inches of working space for a VAV?

I have been in a few areas where this was enforced rigorously and IMO it should be. If you've ever been cramped in a suspended ceiling trying to check voltage on a VAV, clearance is welcomed.

Isn't there a reduced clearance requirement for VAV's above a hung ceiling? No book just memory 18" rings a bell.
