I am remodeling a residential home turned into commercial bld for office space. I am upgrading the service from 150 to 200 amp and moving it from one area in what used to be the garage over about 6-8 feet which will now be a utility room. Mounted the panel and ran my conduit from meterbase to the new location. Now the customer has informed me that a floor sink will be installed next to the water heater and this will be right next to the 200 amp panel about 10" away. Looking at Table 110.2 (A) (1) I need 3' to each side of the panel I have 3 feet over to left between the panel and water heater and less to the right because of a wall there. Can I mount the panel there with a floor sink next to the panel. I cant find anything in the code otherwise.

You do not need 3' on each side. The section you quoted is the depth.
The width of the work space is 30 in but that can be anywhere as long as the panel is unobstructed in that measurement.
 
The space dedicated to electrical service in your case a panel is 36" inches forward of the panel edges, this also increases as the size of __________ goes up.

The space above a panal is different matter, while I always like to think that its mine, well theres always the code ...
