Does non-power equipment such as fire alarm panels require working space per 110.26? AHJ is saying it does.

The AHJ is correct.
There is nothing that suggests the rule only applies to power panels, and the voltage in Table 110.26(A)(1) starts at zero.
In addition the parent text in 110.26 says "all electrical equipment".
