working space requirements

Never ran into this situation. I have a residential 120/240V flush mount panel located in a garage wall. Mechanical contractor needs to run a 1/2" black iron gas pipe adjacent to the panel to feed a second story range(only spot he can get through).Since the panel is flush mount as opposed to surface mount can the pipe be run if it falls within the 30" width working space? Had similar situations where the AHJ failed the final because piping was run after panel was set but that was surface mounted.Thanks.
 
If it does not interfere with opening the panel door, I do not see it as a serious incursion into the working space.
Also do not forget that if there is enough room to the other side of the panel you could consider all the working space to be on that side.
Incursions into dedicated space are much more rigidly defined.
 
Dedicated equipment space is not the same as working space. See 110.26(E).

As long as gas pipe is run vertically to the right, left, or behind the panel's 'footprint' from floor to ceiling, it is not a violation.

It cannot be run in the working space [in front] of the panel.
 
Given that the panel is flush, s surface mount pipe could be considered in the working space if the working space had to extend to that side of the panel.
