About working space, in a small shelter there is on panel on one wall and an ATS on the wall next to it. if both doors are closed you have 3' clearance, but when the ATS door is open the panel does not have the 3' clearance. Would this be a violation. I read 110.26 but it does not say if doors are open. The doors would only be open when pulling wire or servicing the ATS. The panel door would only be open to turn off breakers or to add circuits.
 
Working space can overlap in certain cases.

I would call this a non-problem. I understand that the panel and the ATS are not on the same wall, but rather on adjoining walls and close to the corner. You normally wouldn't work on both at the same time, in part because there is not room for two workers. If there did come to be a need to work on both at the same time, the first step would have to be to remove the enclosure doors from both components. That way, you would still have 3 feet of clearance in front of each component.
