Suppose one were to take a standard panel board and install it inside another enclosure.

Do the working space requirements apply to the box with the panel board inside as a whole, or does the panel board need to have working space itself.

Does the NEC treat working space for panel boards differently than it does fuses or motor starters? Ibelieve all three are likely to require maintenance or servicing while energized.
