I think I know the answer, but I would appreciate any comments.

I have a marshalling cabinet with 120 VAC landed on terminal inside. Engineering want to put a fiber panel (multipare fiber broken out into a patch panel assembly) in front of the marshalling box. The distance between the two is approx. 2'-10". I'm of the opinion that this violates table 110.26. Engineering is saying the clearance is fine sincce the fiber panel is not grounded? Your comments as always are greatly appreciated.
 
Tell them to read Condition 1 of Table 110.26(A)(1)

Condition 1 — Exposed live parts on one side of the working space and no live or grounded parts on the other side of the working space, or exposed live parts on both sides of the working space that are effectively guarded by insulating materials.
