Reference 110.26, in particular table 110.26 which identifies distance based off of Nominal voltage to ground.

On a 240V/120V 3phase 4wire system, would the ~ 208V stinger leg be regarded as the Nominal voltage?

Interesting question! Article 100 defines "Nominal Voltage" and "Voltage to Ground." But in 110.26 it uses "Nominal Voltage to Ground." So I suppose there is no accurate answer to your question. :D

That said, the voltage to ground of the stinger leg is more than 150. So you need to use the second row of that table.
