On a project the client wants to install a key type switch [similar to the Leviton 1221-2KL] outdoor to prevent inadvertent operation over a standard toggle, however in looking at this closer I do not see an in-use cover with the proper faceplate for this type of device [the smaller opening for the barrel type key] are there any manufactures that will provide a blank plate that can be punched in the field. Trying to find the right parts for the project and stumped on this one. Any thoughts / suggestions?

You aren't required to have an "in-use" cover on a switch. A standard flip cover will work just fine.

The only way I have seen key locks has been in a wp box with a blank weatherproof plate that was cut out for the switch. The switch should be rated wet location as posted above. We see these on pool covers all the time. No cover is needed over the key switch.
