A buddy of mine has a book put out by the IBEW on 2008 code changes. Regarding the requirement for Weather Resistant receptacles it says the requirement is delayed Until 2011 because manufacturers have to get up to speed as far as production goes.

This is the only place I've seen this and I thought it was odd especially since WR receptacles are and have been widely available.

No question, just an observation. :)

City of Atlanta,Ga. is requiring them, I know at least for the past six months. (got turned down for it) I also thought it was for GFI receptacles outside only, but it covers regular duplex receptacles outside too.

Due to reported availability issues the State of TN exempted that requirement when adopting the '08 Code.
In checking the NFPA site, I see no TIAs, etc, so, as far as I can see ,there is no "official" postponement.

As far as the NEC is concerned the requirement for weather resistant receptacles has no delayed implementation date. When ever the 2008 NEC is adopted is when weather resistant receptacles are required.

I have a project where I think they might be required, but I didn't specify them.

I'm not willing to give up Industrial-Specification grade receptacles in exhange for something that looks like a residential grade receptacle with a WR stamped on it.

Maybe the Industrial grade receptacles are also WR, but I couldn't find anything that stated they are.

GFCIs are not singled out in the WR requirements.

406.8 Receptacles in Damp or Wet Locations.

(A) Damp Locations. A receptacle installed outdoors in a location protected from the weather or in other damp locations shall have an enclosure for the receptacle that is weatherproof when the receptacle is covered (attachment plug cap not inserted and receptacle covers closed).
An installation suitable for wet locations shall also be considered suitable for damp locations.
A receptacle shall be considered to be in a location protected from the weather where located under roofed open porches, canopies, marquees, and the like, and will not be subjected to a beating rain or water runoff. All 15- and 20-ampere, 125- and 250-volt nonlocking receptacles shall be a listed weather-resistant type.
(B) Wet Locations.
(1) 15- and 20-Ampere Receptacles in a Wet Location.
15- and 20-ampere, 125- and 250-volt receptacles installed in a wet location shall have an enclosure that is weatherproof whether or not the attachment plug cap is inserted. All 15- and 20-ampere, 125- and 250-volt nonlocking receptacles shall be listed weather-resistant type.

What the mfgs do when the 08 NEC is adopted in a state is they take back all the non WR types and ship them to a state under the 05 NEC.

Many of the code change books are finished before the ROC is published. The draft copy of the 2008 code for this section has the Jan. 2011 wording. The draft of the NEC is based on the panel actions as reported in the ROP. This wording was deleted by the panel action on comment 18-16. The comment was submitted by a NEMA rep.
