Wrong Size Ground 200A Service

So I screwed up, plain and simple! I ran a #4 aluminum from a 200A main breaker meter socket with feed through lugs. That is the main service outside the home owners house. I ran the #4 aluminum from the 200 amp main breaker service outside into the new 200A service inside the house along with the 4/0 - 2/0 - 4/0 aluminum. I know it should be a #2 aluminum for the ground. The 2" PVC that is ran from the outside service to the sub panel in the house is not possible to get to anymore and there's no way to pull the #2 aluminum in that 2" pipe. I do have the re-bar inside the house grounded to the panel but I still have the #4 aluminum issue that should be #2. Any ideas how I fix this?

Then you need to change your occupation in your settings. Just putting "sales" sends up red flags that you are not an electrician or in the industry.
 
Your terminology is confusing. You said that you ran a #4 ground, what is that conductor? It sounds like the EGC run with a 200 amp feeder which according to T250.122 is the correct minimum size. Now if by ground you mean a GEC then it would be too small.
 
The CEE would have nothing to do with the EGC so I don't understand why that was mentioned.

Did you run individual conductors? Or run SEU with an un-insulated neutral , then added the grounding conductor ? Just curious, I have seen guys make that mistake, too . ;) Either from adding a feed through panel or ...
