I have a Switchboard that is feed by 3-500KW generators. The switchboard/generators back up a campus utility grid. When the utility company feed is down for an emergency/natural disaster this feeds power to the utility lines on campus. The switchboard/generators are rated at 480Y/277V and feed a step-up transformer 480Y/277V Pri: 12470GY/7200 Sec. In the transformer, the primary side neutral is tied to ground and the high/low side (Ho-Xo) neutral terminals are tied together. Do I still need to tie neutral/ground in the switchboard or is that considered taken care of with the neutrals being connected to ground at the transformer?

The Switchboard and generators are customer owned.
