Xfmr secondary grounding

In lieu of bonding xfmr secondary to building grounding system, can we bond neutral to ground bus in the 1st panel powers from
xfmr, then bond to building steel? Why and why not, NEC code reference section please. Thank you!

Yes. 250.30. It's a matter of preference. I bond the neutral in the first disconnect and run the wire to the building steel from there because that is the way I was taught, most people I know do it in the transformer.
