I think the transformer is incorrectly sized(need 45kva) here, and primary side circuit. correct?

The load is 23 amps so why wouldn't a 30 kva work?

You should ask the engineer or contractor who made the design for their calculations on transformer sizing if you are concerned.
You should focus on the code issues that will effect the estimate. For example, the #8 and #6. Whether it is aluminum wiring or copper wiring. The primary side disconnect and if it is lockable. The labeling requirements of 450.14 if applicable.

The #8 GEC is incorrect. The #6 SSBJ is correct they should be the same size.
I can see questioning the 50 amp primary OCP (based on 480v I think a 45 amp (standard size) would be more appropriate) sine the secondary is greater than 125%.
