XLPE URD is trade jargon, not sure what wiring method you are referring to, but if this is service entrance cable, look at 338.12 Uses not permitted.
If its a utility type cable installed by the POCO, then it may not be a listed cable, take a look at 110.8

What type cable comes with 4 conductors, that you can bring inside through pvc
some of the "URD-USE" type underground cables are also RHW and XHHW listed which does allow them to be brought inside.
