Yaskawa/Omron V1000 - Max. freq. locked

Hi,
I've installed/programmed several (used) Omron V1000s, but this one is giving me a headache. Max. frequency parameter is for some reason locked.

I started with Initialization;
Parameter O2-03 = 2 (Clear all)
Parameter A1-03 = 2220 (2 wire installation) (default when shipped)
But for some reason I can't edit E1-04 Max. frequency output.

Parameter A1-01 (Access Level) is set to full access.

Any ideas?

E1-03 needs to have the value of 0F.. Took another drive, and matched all menues up - Thought I defaulted the VFD, but..

What useful inputs? My posting of a sledgehammer was the only input posted whether useful or not. That said, did the sledgehammer work?
