Yaskawa Varispeed G7

Hello all,
I am having an issue with a Yaskawa varispeed G7 drive. It is faulted out with an OPE02 limit fault.
after pressing enter on the ope02 fault it says U1-34 = n4-07
When I look at n4-07 the limit is between 0.00 and 9.999 with factory settings “.030 ms”
I have a 15.451ms in my n4-07
The problem I’m having is it is not letting me change the settings of n4-07.
If anyone has an idea or has seen something like this and can shed some light I would greatly appreciate the assistance.

So I am in the access level 2 parameters(A1-01 set for 2). I am in the programming mode. I am not getting a drive signal. I have removed wires from s1 and s2 to verify I’m not getting a drive signal. I also have the e-stop pressed and in addition tried to change the parameters of n4-07 while the machine was shutting off.
