Year for GEC and water pipe bonding?

As far as I know, according to this NFPA report, the NEC recommended grounding 3-wire "Edison" circuits in 1903, and made it mandatory in 1913.

I think some of the early Codes permitted water-piping systems of 3-Ohms or less to ground to be used as an electrode.

Back in the 1890s, the NBFU didn't want the systems grounded.

Made electrodes were mentioned in 1923.
 
You may have it reversed ....

I've seen plenty of places with water pipe bonding, but no ground rod. I have not seen any that had a ground rod, but no water pipe bonding.

1963 'feels' about right for adding a ground rod to the water bond .... maybe a bit earlier. This was the time three-prong receptacles came into vogue.
