Yellow caps on panel main lugs

Square-D panels come with yellow safety caps to be placed over the main lugs after connections have been made. However, they have only been doing this for a few years now. If I have a panel that I purchased in 2013 that doesn't have them, would I need to buy a pair of them in order to legally install the panel today? The panel also doesn't have the plug-on neutral bus. Would that be a problem? This is in Michigan where arc-fault devices are not used.

No requirement for using plug-on neutral panels.
If your state is using the code cycle that requires the protective covers, then you would be required to use them on a new install regardless of when the panel was made. That's if your state didn't amend the code on that.
