I thought you'll might get a kick out of this, I assume that the
house maintenance guy had his hand in this, but I can only assume.

Plus, I'm testing how to post pic's here ...

I resized it down but the "tagged" area didn't seem to work.
or I couldn't follow the site instructions, to grab that edited pic.

My old peepers aren't good enough any more to tell much, but it looks like liquidtight that is unsupported, and maybe a straight connector on the pole instead of a 90?? I also cannot tell if it's connected to the handhole cover or not.

Right, Liguid Tight is not supported, that is a straight connection, and I walked over to find no hand-hole.

Who inspects the work that the electricians do throughout the cities across North America.

Not the regular contractors but the installs done by staff electricians on the city works staff.

It is done differently in every state and sometimes it's different in each area of a state.

Does it meet any of the exceptions in 410.15(B)(1)?
John, I guess I didn't give enough info , and not that I have it in this case either, the pole was above 16' (best guess).

The hand hole was used for the penetration of the flex, sorry I didn't get a close up of that!!! Not that its listed for a water tight cover to be penetrated? ! I don't know if that is a violation? Like materials come to mind, but I can?t recall the connecter of the flex! Duh

I just won't have done it this way, and I believe most won't either.

A box in the ground, (while optional) might have added in this situation other lightpoles did have a pull box below pole base in various status of decay, I do remember looking at others...
Straping and a 90? "L" would have made it all "tighter" ...

Most bases aren't level enough and aren't finished to any extent when the pole is attached, most app's around here design in some separation off the base to apply grout in this cavity and was applied here.

Around here, we have snow plows and bad drivers. Exterior wiring on light poles is unheard of, and in fact, a very bad idea.

Same here in Iowa. I think every electrician that installs wiring outside the pole base hans't spent a single winter where it snows (yet). EVERY install here in the state that's done like the OPs photo won't last until Federal Income Tax Reckoning Day.
