While they are functional and meet the intent of the code, are they listed as "transfer equipment", or does the combination of breakers and the interlock kit become "transfer equipment" when you assemble the pieces. 702.4, 702.6

We could ask the same of any 'kirk key' set up but they are also commonly used as power source interlocks.

"Equipment' is a very broad term in the NEC it seems to me that UL listed interlock kits are in fact transfer equipment when combined with breakers.

I prefer a "spock key"
