splicing in panel

The code does not prohibits you from having a splicing in the panelboard, however it limits the space to 40 percent of the cross-sectional
area of the space, the conductors, splices, and taps shall
not fill the wiring space at any cross section to more than
75 percent of the cross-sectional area of that space.
Details in section NEC 312.8

By all means. In the mean time, let me mention that Post #7 above is not quite a direct quotation of 312.8, but it pretty well sums it up. The fact that the article speaks of the amount of space a splice can take up tells me that the splice is allowed to be there.
