Neutral conductor tied to ground bus in panel

Is it legal to connect a white neutral conductor w/green tape to a ground bus in a panel that has separate ground and neutral buses? I recall verbiage somewhere that says this is not legal if there is a neutral bus available.

Is it a neutral conductor or an equipment grounding conductor?

i agree as you pointed out in 250.119 since it is smaller than #6.
