Switchgear on wood floor

I have a manufacturing facility which has a 480v switchgear mounted on a mezzanine constructed on 3/4" plywood. Since the switchgear was manufactured without a bottom, is there any code restrictions as to having the bottom open to the wood floor?

The instructions for most open bottom electrical equipment specify an installation over a non-combustible floor.

The last piece of 480v gear we placed was several thousand pounds, which was a pretty concentrated load on the 1" sheet metal that formed the bottom lip all the way around it. Structurally, I might question if 3/4" plywood is sufficient, but I'd have to see it.
