Bottom of panel is about 11" to ground - too low? Inside cover is also corroding (though the rest is in decent shape with no interior corrosion).

Yeah for sure, but those lift up doors usually pull off with two screws so if I actually had to work in that box that is what I would do.

Not a violation but some will say it is poor design. I often find any enclosures like that mounted near grade will usually have a greater risk of corrosion

Yes, after nearly 25 years in the trade this first occurred to me now

Definitely a back ache.

The grounding electrode is not protected nor is the "ground" for the cable or telelphone.

Interesting how the radon fan is external.
