We have 2 inspectors in Charlotte County Fl that allow one ground rod and a water ground and insist that they are correct. I use two everywhere in case I forget what county I'm working in.

Do they assume that the single rod meets the 25 ohms or less exception?

Refuses to discuss. Just spit's out code references to read and says "If you wanna put two go head but only one required with water ground".

Sounds like that type of ignorance requires that they get some retraining.

I don't think that is what NEC says or intends, but also think in reality it is sufficient in most cases, but am with you on installing two rods anyway just so I don't get confused at which jurisdiction I am in or which allows this.
