A- Ask for specific code article. They( inspectors) have a certain time period in order to respond.
Ask for any local Written amendments to NEC and which code pertains to your area.
Call state inspector. Ask nicely for him to visit and inspect "only the work that you have done".
If you are correct ,
then,
it is a GREAT BIG HASSEL for the local inspector.
Every time he turns you down for a "shirt pocket rule" Call the state inspector again
If the local inspector "bad mouths you" then record the instances and call the state inspector again.
Consult the local city attorney and give him a update.
P.S. After my Wife "told" the city attorney the "STATE LAW" and presented appropriate documentation, We had our water turned on before she could get home. (inspector found a job in a nearby town).
