Contractor's install not to code ... discovered later ... what to do?

Since the utility hired the contractor your recourse is against the utility. Hire a lawyer.

At this point in the game I would rather have another Contractor (of my choosing) fix the problem at the original Contractor's expense.

I don't get that statement and I have heard a lot of people use it. Aren't people allowed to correct their mistakes?

Think of it this way, if a mechanic messed up your brakes when he installed them, wouldn't you wonder if he was really qualified to install them in the first place, and if he couldn't do it right then, what makes you think he can fix it.

Now of course this is just a matter of digging a ditch 6" deeper, but I'm sure you get the point.
