Yes, there are different idea regarding to electrical plan and electrical layout.
But according to me,
An electrical plan is a complete electrical detail with its all description and design work whether it is a (lighting plan, power plan, distribution plan or anything etc). In electrical plan everything is clear like circuit number, number of duplex socket per branch, cable and wire size and are all in dimension.
An Electrical layout is a plan which is not complete, clear and it could be in dimension or not . It just gives the idea of doing something how to do a work. it can be just an idea of something to do work and if we go to detail and need every description then we need the electrical plan.
