For dual circuit track light - 120V (with up and down lights - controlled by separate wall light switch), do we need to bring (2) 120V line voltage circuits to the track
one one circuit (split circuit before switches) will do?

Yes, either two circuits, or two switch legs of the same circuit. You will need to order the heads circuit specific, unless they have adjustable taps.
