To be a class A GFCI device the trip point must be 4-6mA.
There are other types of GF protective devices that can have higher settings but they are not to be called GFCI. Popular phrases seem to be GFPE for 30mA trip devices and GFP (or GFI) for device above 1A. So a European RCCB would qualify as a plain GFP for equipment protection only.
