Then what exactly happens when you exceed the amp rating of the device? And why does it have a rating?

It begins to overheat.

The current transformer used to detect ground faults will still have a balanced load passing through it if no current is flowing outside of intended current path and it will not trip.

The really cheap devices may trip if you look at them wrong, who knows why they trip many times.
