sometimes sittng around asking "why" ends up costing time and money, at the end of the day if your customers design exceeds the AHJ requirements, then naturally the customers standard will be the guidline to follow. Happens to me every single day.,, my customers standards typically exceed the NEC and the AHJ, some inspectors spend a lot of time asking us "why" we over killed the installation.

Inspection wells flush with the grade and to include cover with test points available and accessable for future fall of potential ring testing to insure a customer desired resistance of (insert number here) or less than 15ohms.
