Looks like a school and some "angels" were hanging from the conduit. the unistrut (a long piece secured with multiple Tapcons) on each masonry rib should hold it.

I can't tell what the material is.

If it's wood, well, Tapcons are not appropriate.

If it's sheet metal, Tapcons are a worse choice than Teks screws.

If it's sheet metal, with a topcoat of concrete, you'll never get the Tapcons in. I think 'shooting' anchors in is the only practical method. I really don't like anchors that are shot in, and avoid them as best I can.

If it's haevier iron (1/8" thick or more), you'll need Teks screws with extended drill points - or have to drill pilot holes.

Tapcons work real well on concrete, but my experience with other masonry products has been quite mixed. If you're mounting to any sort of brick or block, I'd use some manner of expanding anchor.
